One of Sydney’s most active Heritage Conservation Area councils. Woollahra has 14 Heritage Conservation Areas including the Paddington HCA, Woollahra HCA, and Queens Park HCA. Even non-listed structures within these areas require a DA rather than a CDC for demolition. Full heritage impact assessment may be required.
Waverley Council
Bondi, Bondi Beach, Bondi Junction, Bronte, Tamarama, Clovelly, Waverley
Standard residential demolitions proceed via CDC on non-heritage sites. Waverley’s coastal location means some sites near cliff edges and foreshore reserves have additional environmental assessment requirements. Several Heritage Conservation Areas apply across the Bondi and Waverley precincts.

Standard residential demolitions on non-heritage sites proceed via CDC. Randwick has active residential infill development and an increasing number of KDR applications. The UNSW precinct and surrounding suburbs have specific development controls. DA required for heritage-listed properties and properties within conservation areas.
The difference between CDC and DA in the Eastern Suburbs
In much of Sydney, the CDC pathway is the default for standard residential demolition. In the Eastern Suburbs – particularly in Woollahra and Waverley – the heritage overlay coverage is so extensive that a significant proportion of properties require a full DA regardless of whether the building itself is heritage-listed. Project Insight
Knockdown-Rebuild Preparation – Randwick
A 1955 brick veneer home in Randwick was referred to us ahead of a knockdown-rebuild. The property was not heritage-listed and was outside any Heritage Conservation Area, allowing a CDC pathway through a private certifier. Pre-demolition asbestos inspection identified asbestos in fibro eave linings and vinyl floor tiles throughout the dwelling.
We coordinated the CDC application documentation, utility disconnections with Ausgrid, Jemena Gas, and Sydney Water, and lodged the SafeWork NSW notification. Licensed asbestos removal was completed over one day. A hygienist clearance certificate was issued before structural demolition commenced the following morning.
Full structural demolition including footings was completed on day 2. The site was levelled and handed over to the builder with a full compliance pack on day 3. The narrow street frontage required careful hoardings and footpath management throughout.
