The NSW Government’s Greater Macarthur Growth Area is not a long-term aspiration – it is an active development program with precinct plans gazetted, rezonings underway, and infrastructure investment committed. For property owners and developers across the Campbelltown corridor, this represents a once-in-a-generation shift in land use that is already driving demolition activity.

Existing dwellings on release land must be cleared before subdivision and construction can proceed. Older commercial buildings in Campbelltown CBD are making way for medium and high-density mixed-use development as building heights increase to 24 storeys in the Macarthur Gardens North precinct. And decades-old public housing estates across the corridor are being progressively renewed, with 1970s Housing Commission construction – which almost universally contains asbestos – being cleared and replaced.

Two Types of Work, One Region

Campbelltown and Macarthur generate two distinct categories of demolition demand. Both require different planning approaches, different compliance pathways, and different site management – but the same licensed contractor.

Residential renewal and KDR

The established suburbs of Campbelltown, Minto, Ingleburn, Leumeah, and Macquarie Fields contain a large stock of 1970s and 1980s Housing Commission and private residential construction. Much of this stock is now structurally dated and contains asbestos throughout.

Public housing estate renewal – a specific challenge

The Radburn-design public housing estates built across Campbelltown between 1972 and 1989 – Airds, Claymore, Minto, Macquarie Fields, and Ambarvale – present unique demolition challenges. These estates used Housing Commission construction methods that consistently included asbestos in wall sheeting, roof materials, and internal linings.

The Campbelltown and Macarthur region sits on a combination of shale, clay, and alluvial soils depending on location. Each presents different challenges for bulk and detailed excavation.

Shale and clay soils

Shale is common across elevated areas of Campbelltown and requires rock-breaking equipment for deeper excavations. Clay soils in lower areas expand and contract with moisture – compaction to engineering specification is critical for long-term slab stability.

Growth precinct bulk earthworks

Release land across the Appin, Gilead, and Menangle Park precincts requires bulk clearing, building platform formation, and drainage earthworks at scale. We plan and execute multi-lot earthworks programs that align with subdivision approval and service installation sequences.

Residential and commercial excavation

Campbelltown City Council – Permits and Compliance

Demolition across the Campbelltown LGA falls under Campbelltown City Council. Properties within GMGA growth precincts have additional requirements that do not apply to standard residential demolitions.

Standard residential demolition

Most residential demolitions on non-heritage sites proceed via a Complying Development Certificate through a private certifier – typically 10 to 20 days. Asbestos assessment, utility disconnection evidence, and neighbour notification are all required before the CDC can be issued.

Growth precinct and GMGA demolition

Properties within gazetted GMGA precincts may require a Development Application lodged with Campbelltown City Council rather than a CDC, particularly where demolition forms part of a staged subdivision or infrastructure project. DA timeframes are 40 to 90 days.

SafeWork NSW notification

Required at least 5 business days before any demolition involving asbestos above 10m2. We lodge this on your behalf.

Utility disconnections

Endeavour Energy, APA Gas, and Sydney Water all require formal disconnection and capping. We coordinate all three and obtain certificates.

Asbestos clearance cert

Following licensed asbestos removal, a hygienist clearance certificate is required before demolition commences. We manage the inspection and certificate.

Project Insight

Residential Demolition and Site Clearing – Minto

A 3-bedroom Housing Commission home on a 520m2 block in Minto was referred to us ahead of a knockdown-rebuild. Pre-demolition inspection identified asbestos throughout the structure – wall sheeting, eave linings, internal linings, and corrugated roof sheeting all contained asbestos-containing materials consistent with 1970s Housing Commission construction.

We prepared the CDC asbestos assessment documentation, coordinated utility disconnections with Endeavour Energy, APA Gas, and Sydney Water, and lodged the SafeWork NSW notification. Licensed asbestos removal was completed over three days given the extent of ACMs, with a hygienist clearance certificate issued before demolition commenced.

Full structural demolition including footings and slab followed on day 4. The site was levelled and handed over with a complete compliance documentation package on day 5.
