Asbestos management
Pre-demolition inspection, licensed removal, EPA-compliant disposal, and hygienist clearance certificate. Parramatta’s older residential and commercial stock – particularly pre-1987 buildings – frequently contains asbestos in multiple locations.
City of Parramatta Council – Permits and Heritage
Demolition in Parramatta requires approval from the City of Parramatta Council. Heritage status significantly changes the pathway and scope of what is permissible.
Non-heritage demolition
Standard residential and commercial demolitions on non-heritage sites proceed via a Complying Development Certificate (CDC) through a private certifier – typically 10 to 20 days. Required documents include demolition specification, asbestos assessment, and utility disconnection arrangements.
For larger commercial demolitions, a construction management plan addressing traffic, noise, dust, and neighbour impacts is also required by the City of Parramatta Council.
Heritage-affected demolition
Properties listed as heritage items under Parramatta LEP 2023, or within a Heritage Conservation Area, require a full Development Application lodged with the City of Parramatta Council. A Heritage Impact Statement prepared by a qualified heritage consultant is required as part of the DA.
DA determination for heritage-affected demolitions typically takes 60 to 120 days. We advise on heritage status during the free site assessment and coordinate with heritage consultants where required.
Additional requirements for Parramatta CBD demolition
City of Parramatta Council requires a Construction Management Plan (CMP) for most CBD demolition projects. The CMP must address: hoarding and site security, traffic management and pedestrian protection, dust and noise controls, waste management and material removal, and community notification. We prepare the CMP as part of our pre-demolition scope.
Project Insight
Commercial Demolition and Site Clearance – Westmead
Two residential estates at 28 Railway Parade and 149 Hawkesbury Road, Westmead were referred to us for full structural demolition as part of a broader Parramatta corridor redevelopment program. Both structures contained asbestos in wall linings, eave panels, and roofing materials.
We prepared the construction management plan required by City of Parramatta Council, coordinated utility disconnections across both sites, and lodged SafeWork NSW notifications. Licensed asbestos removal was completed across both properties before demolition commenced.
Full structural demolition of both buildings, including footings and slabs, was completed sequentially to allow continued access to the surrounding street network. Both sites were handed over cleared and levelled, ready for the next stage of the development program.
