Sydney CBD Demolition Approvals – City of Sydney Council Requirements

City of Sydney Council has the most comprehensive demolition compliance framework of any council in NSW. Understanding what is required before you start saves weeks of delay and avoids costly non-compliance on active sites.

Standard non-heritage demolitions proceed via CDC through a private certifier. Heritage-affected demolition, demolition of buildings over 15 metres, and demolition as part of major developments require a full DA with City of Sydney Council. We advise on the correct pathway during the free site assessment.
Construction Management Plan
City of Sydney Council requires a Construction Management Plan (CMP) for all CBD demolition projects. The CMP must address: site hoarding and security, traffic and pedestrian management, dust and noise controls, waste and spoil removal, working hours, and community notification. We prepare the CMP as part of the pre-demolition scope.
Traffic management
Any works affecting a Sydney CBD road, loading zone, or footpath require a Traffic Management Plan approved by Transport for NSW and City of Sydney Council. Lane closures and footpath occupations must be pre-approved. We prepare and lodge all traffic management documentation.
Heritage requirements
City of Sydney Local Environmental Plan 2012 lists hundreds of heritage items across the CBD and fringe. A Heritage Impact Assessment prepared by a qualified heritage consultant is required for any demolition that involves, or may affect, a listed heritage item. We coordinate heritage consultants where required.
SafeWork NSW
Notification to SafeWork NSW at least 5 business days before demolition of any loadbearing structure above 6 metres, or any demolition involving asbestos above 10m2. We lodge this notification on your behalf.
Utility disconnections
Ausgrid (electricity), Jemena Gas, and Sydney Water all require formal disconnection and capping before demolition. In the CBD, utility lead times can be longer than in suburban areas – early coordination avoids project delays. We manage all three disconnections and obtain required certificates.

Project Insight

Commercial Strip-Out and Structural Demolition – Pyrmont

A commercial building in Pyrmont was referred to us for full structural demolition ahead of a residential redevelopment. The building’s age meant asbestos was present in ceiling tiles and pipe lagging throughout. The site fronted a busy pedestrian route requiring full hoarding and footpath management throughout works.

We prepared and lodged the Construction Management Plan with City of Sydney Council, obtained Traffic Management Plan approval from Transport for NSW for the temporary footpath closure, and coordinated utility disconnections across all three services. SafeWork NSW notification was lodged 5 business days before works commenced.

Licensed asbestos removal was completed first, with clearance certification issued before structural demolition commenced. Full structural demolition was completed with continuous dust suppression and noise management in accordance with the CMP. The site was handed over cleared and levelled to the developer’s civil contractor with all compliance documentation.
